Purpose
The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning Ordinance 2019-04 to establish all-way stop control at the intersection of Rural Plains Circle and Hughes Crossing.

Background
The City has received several complaints about: near miss crashes, limited sight distance, and pedestrian safety issues at the intersection of Rural Plains Circle and Hughes Crossing. This intersection is currently configured as two-way stop control, with only the Hughes Crossing approaches required to stop. In June 2018, City staff received a request to establish all-way stop control at this intersection.

City staff followed up by visiting the site and collecting turning movement counts to better understand the concerns. After review of the data and site conditions, the Engineering Department recommends the establishment of all-way stop control at the intersection of Rural Plains Circle and Hughes Crossing for the following reasons:

* There is limited sight distance at the intersection due to adjacent on-street parking,
* Because this intersection is located in a Traditional Neighborhood Development (TND), which is designed to encourage pedestrian and bicycle activity, the pedestrian volume is high, and
* The traffic volumes on the 2 intersection streets are approximately equal.
