Purpose

The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning Resolution 2019-05, approving the Midnight Sun Public Art Installation.

 

Background

The City of Franklin Public Arts Commission (FPAC) was established in 2017 to provide guidance and oversight for art projects which are for public display, outdoors in the City of Franklin. The Commission makes recommendations concerning all aspects of public art to the Board of Mayor and Aldermen. 

 

In November 2018, the Williamson County Convention and Visitors Bureau presented a proposal for the Midnight Sun Scavenger Hunt art installation.  The purpose of the art installation is to encourage visitors and residents to explore the City of Franklin and expand the public art offerings in downtown.  The proposal includes the installation of ten miniature bronze horse statues at different locations throughout Franklin. The locations are: the Visitors Center, McPhail-Cliffe Office, the Green House, the Factory, St. Paul’s Episcopal Church, the Carter House, Dan German Hospital, Landmark Booksellers, Shuff’s Music, and the Park at Harlinsdale Farm.

 

Financial Impact

This art installation will have minimal financial impact on the City.  The Parks Department will use staff to install the miniature statue at the Park at Harlinsdale Farm.  For the other locations, the Williamson County Convention and Visitors Bureau will cover the cost of installation and any future maintenance. 

 

Recommendation

The Franklin Public Arts Commission voted to recommend approval of the Midnight Sun Scavenger Hunt to the Board of Mayor and Aldermen, following review by the Historic Zoning Commission.  The Historic Zoning Commission also voted to recommend approval.
