Purpose

The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning Amendment No. 3 to the Professional Services Agreement (PSA) with Barge Design Solutions, Inc. (Barge) for the design of intersection improvements at East McEwen Drive and Cool Springs Boulevard.

 

Background

On February 14, 2017, the BOMA approved a PSA (COF Contract No. 2017-0007) with Barge Design Solutions, Inc. (f/k/a Barge Waggoner Sumner & Cannon, Inc.) to design improvements for the roundabout at East McEwen Drive and Cool Springs Boulevard/Oxford Glen Drive.  The purpose of these improvements is to address operational issues at the roundabout that have occurred since its full opening in 2014.  On February 13, 2018, the BOMA approved Amendment No. 1 to the PSA to allow for the design of additional modifications to the street lighting at the roundabout.  On August 13, 2018, the BOMA approved Amendment No. 2 to the PSA to allow for the coordination and the design of utility relocations that would be necessary for the implementation of the proposed intersection improvements.

 

As the designers were nearing the completion of the plans in late 2018, the City’s development services team was finalizing the review of the development plan submittal for the Avalon Square development, which is proposed to be built on all sides of the roundabout.  As a part of the development plans review process, staff required the developer to submit a traffic impact analysis to determine effects of the proposed development on the surrounding roadway network.  A thorough review of this analysis by City staff and its on-call traffic engineering consultant led to the determination of need for additional modifications to the south approach to the roundabout.  Unfortunately, the almost complete design plans, which were begun well before the development plan submittal, did not include the newly recommended modifications to the south approach.  Amendment No. 3 allows for the additional design needed to provide the recommend modifications.

 

Financial Impact

With the approval of Amendment No. 3, the total, not-to-exceed contract ceiling for this PSA (COF Contract No. 2017-0007) will become $154,405.00.  Project costs will continue to be billed to the General Ledger (GL) code of 311-89420-43100.
