Purpose

The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning entering into an Interlocal Agreement with Williamson for the construction and operation a joint fire station and emergency response facility, Franklin Fire Station 7.

 

Background

At the December 11, 2018 meeting, the Franklin BOMA approved the construction bid award for Fire Station 7 located in Southeast Franklin (south of the Williamson County Ag Center). In addition to housing Franklin Fire Department personnel and equipment, this facility will include a dedicated Emergency Medical Services (EMS) wing. The EMS wing will include an equipment bay and living quarters for EMS personnel. 

 

Over the past several years, the City of Franklin and Williamson County have worked together to plan for this public safety joint facility. With construction of Fire Station 7 moving forward, an interlocal agreement has been drafted to memorialize the understanding between the City of Franklin and Williamson County regarding cost-sharing for both construction costs and operating expenses.

 

In terms of construction costs, Williamson County has agreed to fund the full cost of the EMS wing (equipment bay and living quarters) and half of the cost of the access road to the facility (Brunacini Way). Based on the awarded bid, Williamson County will contribute a total of $815,000 towards the construction of Fire Station 7, $640,000 for the EMS wing (full cost) and $175,000 for roadway construction (half of the $350,000 bid). 

 

Related to operating expenses, the City and County agree to be responsible for the maintenance and repair expenses within their respective areas. Each entity is also responsible for furnishing and equipping their respective areas. The costs of any utilities not billed separately shall be shared on a pro-rated basis between the City and County. Each entity is responsible for their own insurance.

 

The initial term of the proposed agreement is 10 years with two additional 10-year terms anticipated.    

 

Financial Impact

On December 11, 2018, BOMA awarded the construction bid for Fire Station 7 in the amount of $6,671,000. The City of Franklin’s approved 2017-26 Capital Investment Plan (CIP) includes funding for the development of Fire Station 7.  Funding in the current fiscal year budget amounts to $4.75 million within the Facilities Tax Fund. Additional Facilities Tax funds will be included in the FY 2020 Budget for the balance of the project.  Per this agreement, Williamson County will provide funding to the City in the amount of $815,000 ($640,000 for the EMS wing and $175,000 shared expense of the roadway).

 

Recommendation

Staff recommends approval of the proposed Interlocal Agreement (COF Contract 2018-0275) with Williamson County regarding construction and operation of Fire Station 7.
