Purpose

The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning Amendment No. 1 to the Professional Services Agreement (PSA) (COF Contract No. 2018-0062 with Alfred Benesch & Company (Benesch).

 

Background

On May 8, 2018, the BOMA approved a PSA (COF Contract No. 2018-0062) with Benesch for the design of intersection improvements at the McEwen Drive interchange with I-65 in the amount of $28,365.60.  The purpose of this design was to allow the opening of a second left-turn from westbound McEwen Drive to southbound I-65 in an effort to accommodate increasing traffic in the Cool Springs area.

 

The design team shared the preliminary design plans with TDOT staff to obtain their approval to proceed with the final design.  During the initial review, TDOT staff asked for a queue and delay comparison prior to proceeding with approval of the preliminary design.  Upon obtaining updated traffic count data, City staff performed the queue and delay analysis.  This analysis revealed that the proposed design, shown with proposed yield control on the eastbound to southbound right-turn movement would create an unacceptable queue length during peak traffic that would back-up into the eastbound travel lane(s) of McEwen Drive.  However, staff also determined that signalization of this right-turn movement would lead to an acceptable queue length.  Signalization of this movement will require the existing right-turn lane to be lengthened to provide acceptable storage for the projected queue length increase.  Amendment No. 1 provides additional engineering services to allow for the design of the modified turn lane and additional signal equipment.  This amendment will also allow for the possible signalization of the right-turn movement from the northbound exit ramp of I-65 onto East McEwen Drive.  There have been recent crashes at this intersection that may be reduced by signalizing this movement.

 

Financial Impact

The cost of Amendment No. 1 is $35,015.00. Approval of this amendment would bring the total ceiling of COF Contract No. 2018-0062 to $63,380.80.  Expenses for the original PSA have been billed to the Engineering Department’s annual operating budget (GL Code 110-82540-41600).  There is available funding within the same budget to accommodate these increased costs. 

 

Construction of this project is included in the Draft FY 2019-2028 Capital Investment Program (CIP) for consideration by the BOMA.
