Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) regarding the progress staff has made in drafting a mobile food vendor ordinance and, to request consideration of extending the previously granted grace period mobile food vendors are allowed to operate on private property within the City of Franklin, temporarily, from December 31, 2018 to June 30, 2019, or until the City of Franklin Board of Mayor and Aldermen have adopted a comprehensive mobile food vending ordinance, whichever occurs first.
Background
A mobile food vendor work group comprised of City team members representing the Law, Parks, Planning and Sustainability, Administration, and Building and Neighborhood Services has been meeting bi-weekly to research and develop a mobile food vendor ordinance for the City of Franklin. During this process, City staff has facilitated meetings with representatives of the mobile food vendor industry as well as other citizens who have expressed interest in assisting with developing this ordinance. Resolution 2018-100 extends the temporary grace period for mobile food vendors to operate on private property and who obtain permission from private property owners, to operate from December 31, 2018 to June 30, 2019 or until such time the BOMA have adopted a mobile food vendor ordinance.
Financial Impact
Not currently applicable. A fee structure will be recommended as part of the future ordinance for consideration to cover the costs for City staff to permit and monitor mobile food vendors in the City.
