Purpose

The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning the 2nd Avenue Parking Garage.

 

Background

Over the past few months, City staff has been discussing options to improve and maximize parking within the 2nd Ave. parking garage.  The proposed changes are based on feedback received from citizens, employees, and recommendations from the Downtown Parking Study.  Below is a list of the proposed changes.

 

1)                     Change the six (6) “15 Min Parking” signs to “15 Min Parking; 8AM-5PM Monday - Friday; Excluding City Holidays”

2)                     Change the “Fire Department Reserved Parking” to Fire Department Reserved Parking; 7AM - 6PM Monday - Friday; Excluding City Holidays”. 

3)                     Move all City owned vehicles to the top of the 2nd Ave Parking Garage.  This will improve the accuracy of the parking counts in the 2nd Ave Parking Garage and simplify the signage for drivers using the parking garage.

4)                     Add one (1) van accessible ADA parking stall at the Pull-Tight Players Lot to comply with ADA requirements.

5)                     Ask Department Heads to voluntarily remove their reserved parking spaces within the 2nd Ave. Garage to help free up spaces when they are not at City Hall.  The only spaces to be reserved would be the Mayor, City Judge, BOMA and pool vehicles.  The reserved spaces would be located to the right as you enter the garage from 2nd Ave. South and would only be reserved Monday-Friday 7AM-6PM; Excluding City Holidays.

 

Financial Impact

Less than $5,000 would be required to revise signage within the 2nd Ave. Garage and Church Street parking lot.
