Purpose

The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning the Professional Services Agreement and Amendment No. 1 (COF Contract No. 2016-0232) with CDM Smith, Inc. for the Nutrient Optimization Plan.

 

Background

As part of the NPDES permit, the City was required to perform an optimization study of the existing nutrient removal at the Water Reclamation Facility.  The optimization study provided direction on how to focus sampling efforts to obtain removal efficiencies, and provides recommendations on how to improve process performance.  The initial contract value was $15,000 however a more in-depth analysis was required to meet the terms of the permit requiring a $7,000 amendment. 

 

Financial Impact

The total cost associated with this agreement and amendment was for an amount not to exceed $22,000.00.
