Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning Resolution 2018-72 that amends previously approved Resolution 2016-77 that authorized the City of Franklin to contribute funds toward extending the sanitary sewer system from the west to the east side of I-65 and to the southernmost limits of the City.
Background
In 2015, shortly after the Lampo Group announced that they would be relocating their corporate headquarters to the Reams-Fleming Tract in Berry Farms, the Lampo Group hired the engineering firm Gresham Smith to design their site and determined the existing topography of the property required either a pump station or, increasing the elevation of the site to allow for gravity sanitary sewer to serve the property. Staff was included in these discussions and determined serving the Lampo Group property site from the west with sanitary sewer, which requires boring under I-65, is the desired option, long-term providing additional sewer capacity for future development in the area. In 2016, the BOMA subsequently approved Resolution 2016-77 that authorized the City of Franklin to contribute $ 400,000 toward the extension of the sanitary sewer system from the west side of I-65 to the Ramsey development on the east side of I-65. The agreement also required the Ramsey development to extend the sanitary sewer main to the southernmost limits of their site and the City. The installation of this sewer is complete in accordance with Resolution 2016-77.
Resolution 2016-77 specified the City would reimburse the Lampo Group which was the entity initially identified for being responsible for developing the Ramsey Corporate Headquarters which has since changed to Matt 5:14-16, LLC which is closely held and affiliated with the Lampo Group, LLC. Resolution 2018-72 names Matt 5:14-16, LLC as the entity responsible for the development and the entity the City will reimburse for the completed sanitary sewer improvement.
Financial Impact
As previously discussed, the $400,000 will be reimbursed from the City’s Sanitary Sewer Fund.
