Purpose
The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning entering into a 50/50 matching grant contract between the Tennessee Dept. of Agriculture and the City of Franklin for the purchase and installation of trees and signage.

Background
The Parks Department proposes to plant (60) sixty trees (30-varieties) in three different locations around the city. The first location, the Farm at Harlinsdale Park, will receive (30) thirty of the trees. These thirty trees and signage will bring the current Level I Arboretum to a Level II. The Parks Department's goal is to ultimately become a Level IV Arboretum and to provide citizens and visitors an increased understanding of the value of trees.

The other two locations are Old Liberty Neighborhood Park and Liberty Park. These parks will receive (10) ten and (20) twenty trees respectively. The trees at these locations will be part of the developing riparian buffers. Working with the city's storm water managers, we have identified and established buffer zones in these parks. The requested funding will help springboard their development and all work associated with the delivery, installation, maintenance, and watering will be performed by Parks Department team.

Financial Impact
The total cost for the project is $13,045.99. The grant being a 50/50 matching grant would put the city's obligation at $6,523.00. The Tree Commission in July approved the use of Tree Bank Funds to use as the City's match for...
