Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning the first joint project with the Franklin Special School District since approving a concept master plan for the four school sites in 2017.

Background
In 2017, the City of Franklin Parks Department and the Franklin Special School District jointly developed a concept master plan for the four schools located along Hwy 96 West. The plan evaluated the possibilities of sharing facilities to meet both the needs of FSSD students and of the broader community. A master plan is being proposed to provide landscape architecture, architecture and civil engineering services for the Freedom Middle School and Popular Grove School site. The contract will consist of developing a master plan, opinion of probable cost, coordination of renovation of existing ball fields on the site, evaluate storm water infrastructure and provide options for a concessions and restroom building.

On August 13, 2018, Lose and Associate's representative, Lisa Clayton, Parks Director and Paige Cruse, Parks and Recreation Superintendent presented the professional service agreement and scope of work to the Franklin Special School District Board members for consideration. On September 17th, the Franklin Special School District Board meeting will vote on the approval of the District Superintendent signing the contract in conjunction with the City of Franklin.
