Purpose

The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning the agreements for dedication of Easement for the Spencer Creek at Franklin Road Sanitary Sewer Improvements Project (COF Contract Nos. 2018-0012 and 2018-0033).

 

Background

The City of Franklin had the section of 36” diameter sanitary sewer pipe along Spencer Creek from the CSX Railroad tracks to the bridge at Franklin Road inspected. Preliminary camera inspection of the line was halted due to a large blockage found within the first section of sewer line.  Upon further investigation of the existing sewer line, Staff concluded that it would be in the best interest of the City to reconstruct this section of 36-inch diameter sanitary sewer to provide better access and improve hydraulic capacity.  This reconstruction would require easements to be obtained because the location of the line would be relocated.

 

Financial Impact

The costs of the easement were accounted for in the project cost.
