Purpose

The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning Amendment No. 2 to the Professional Services Agreement (PSA) with Barge Design Solutions, Inc. for the design of intersection improvements at East McEwen Drive and Cool Springs Boulevard.

 

Background

On February 14, 2017, the BOMA approved a PSA with Barge Design Solutions, Inc. (f/k/a Barge Waggoner Sumner & Cannon, Inc.) to design improvements for the roundabout at East McEwen Drive and Cool Springs Boulevard/Oxford Glen Drive.  The purpose of these improvements is to address operational issues at the roundabout that have occurred since its fully opening in 2014.  On February 13, 2018, the BOMA approved Amendment No. 2 to the PSA.  This amendment allowed for design of lighting improvements at the roundabout.

 

Barge Design Solutions, Inc. has completed and submitted a draft set of plans for review by City staff.  During the review, staff became concerned about potential conflicts between existing utilities and the proposed improvements.  Since the review of the draft plan set, staff has requested additional utility locates in an effort to better determine potential conflicts.  The designer has compared this additional information with the design plans and has determined that substantial utility relocations will be required.  Staff recommends allowing the roadway designer to perform the design of these utility relocations, as they will be better able to coordinate these various design elements.

 

Amendment No. 2 will allow for the design of all utility relocations.

 

Financial Impact

On October 25, 2016, the BOMA approved Resolution 2016-69, which formally adopted the Phase 1 project list for the fiscal years (FY) 2017-2026 Capital Investment Program (CIP).  The East McEwen Drive Phase 4 Improvements project, at an estimated total cost of $27,478,800, was one of the authorized projects.  Included in that estimated total cost was $974,400 for intersection improvements at the roundabout

 

With approval of Amendment No. 2, the total, not-to-exceed contract ceiling for this PSA (COF Contract No. 2017-0007) will become $138,455.  Project costs will continue to be billed to the General Ledger (GL) code of 311-89420-43100.
