Purpose

The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning Ordinance 2018-42.

 

Background

The intersection of 2nd Ave South and South Margin Street is currently configured with stop control on the 2nd Ave South approach only.  The sight distance from 2nd Ave South onto South Margin Street does not meet the minimum requirements as published in both the City of Franklin Transportation & Street Technical Standards and the American Association of State Highway and Transportation Officials’ A Policy on Geometric Design of highway and Streets (Green Book).  In the past 3 years, there have been two crashes at this intersection.  One crash is associated with parking too close to the intersection and the other accident may be associated with lack of sight distance.  Staff is proposing to prohibit parking, within the limits of the minimum required sight distance, and obtain approval to implement the pavement marking and signage plan as shown on the attached exhibit.

 

Financial Impact

The estimated cost is under $5,000.  This cost would be paid out of the Street Department’s annual budget.
