Purpose

The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning a Professional Services Agreement (PSA) with Civil & Environmental Consultants, Inc. (CEC) for engineering and related technical services for the Municipal Services Complex Improvements Project.

 

Background

The City of Franklin’s Municipal Services Complex on Century Court was opened in 2004.  Within this complex are the Solid Waste Transfer Station, Sanitation & Environmental Services Department offices, Fire Department Training Center, and the Police Department’s shooting range, shoot house, and impound lot.  With the City’s growth, the demands on the facility have also grown through the years.

 

Several improvements are needed to allow the facility to continue to serve the City.  Critical improvements include the reconstruction of the facility pavements and the repair/reconstruction of the leachate collection system.  Additional improvements include stormwater drainage system & water quality improvements and the conversion of the facility’s private water line to a public water line to allow for a looped connection between Century Court and the Shadow Green area.

 

This PSA (COF Contract No. 2018-0169) includes the following services:

 

                     Survey of the entire complex property,

                     Design of the water line conversion,

                     Investigate of the existing leachate collection system and a technical report with recommendations for modifications and repairs,

                     Preparation of pavement replacement phasing plan to allow the facility to stay in operation during construction, and

                     Testing and analysis of stormwater quality at the site.

 

Also included in this scope is the preparation of final plans for the known items of need, which are construction of the water line and pavement replacement.  Following the completion of all technical studies and reports, an addendum to this contract will be needed to allow for the preparation of additional plans to allow for the construction of improvements to the leachate collection and stormwater systems.

 

Financial Impact

The total cost of this PSA is a not-to-exceed amount of $85,500.00.  However, additional services will be required in order to prepare final design plans for improvements to the leachate collection and stormwater drainage systems.  The 2017 General Obligations Bond, included $1.5M for improvements to the Municipal Service Complex.  These funds will be utilized for project expenses.
