Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning the Professional Services Agreement (COF Contract No. 2018-0143) with CDM Smith, Incorporated for Construction Administration and Inspection Services for the Water Reclamation Facility Upgrades Project in the Amount of $11,677,396.00.

Background
CDM Smith, the engineer for the Water Reclamation Facility (WRF) Upgrades and Expansion Project, has provided this proposal to perform construction management and inspection related services with the goal of safeguarding the delivery of a quality constructed project that meets the intent of the construction documents and minimizes and immediately addresses issues and conflicts that may arise during the construction of the project.

The attached scope of services is based on construction support activities throughout the total construction period of 45 months from Notice of Award (NOA); 3-month allowance between NOA and Notice to Proceed (NTP) and 42 months from NTP to final completion of the Project.

The proposal is divided into four sections based upon the services required by the construction: general services, resident project engineer services, construction special services, and operation and maintenance services.
