Purpose
The purpose of this memorandum is to inform to the Board of Mayor and Aldermen (BOMA) that approval was given to enter into a Professional Services Agreement (PSA) for a general property and topographical survey along with a parking count for the Existing City Hall Site. A Phase 1 study will be developed along with the location and information regarding utilities at the surrounding streets around City Hall regarding 2nd and 3rd avenues along with Church and Main Street.

Background
The City of Franklin is in the process of conducting a needs assessment related to its long term needs for City Hall. The City will be examining both the existing facilities and other options at the current City Hall site. The needs assessment will help the City to determine if the current City Hall structure has outlived its life cycle and if it is reasonable to make any further investment regarding in the existing facility and building systems.

The survey will give additional information to the assessment team for a better understanding regarding the site along with the current utility infrastructures, sidewalks and roads that are located around City Hall. Also, the survey will help the City understand how the facility could work better with the existing Second Avenue Parking Structure and new drive access connecting to the 231 Public Square Project.

Financial Impact
The cost will be paid out of the current Facilities 2018 Capital Budget for Architectural Services in regard to City Hall.
