Background
On August 9, 2016, the board approved a professional services agreement (COF Contract No. 2016-0230) with Volkert, Inc. to study both existing and future parking in Downtown Franklin. In January of 2018, the study was completed and acknowledged by the Board of Mayor and Aldermen.

Beginning in late fall 2017, a work group consisting of staff from the City Court Clerk's Office, Police Department, City Attorney's Office, IT Department, and City Administration started an assessment of the City's code as it relates to parking enforcement and in recent practice. Both of these areas were documented and with the assistance of the Engineering and Streets Department, staff has recommended changes to the City's code. Below is a summary of the proposed changes:

* A section was added prohibiting parking, in public parking spaces, if designated for charging any electric vehicle by any sign or pavement marking, unless actively charging when parked in the electric vehicle space. (Section 15-606)
* No person shall stand or park a vehicle upon any public roadway, public parking lot/garage or leased parking lot / garage for the principal purpose of displaying it for sale or rent. (Section 15-608)
* A Section was added to clarify that the Board of Mayor and Aldermen shall be required to establish passenger and freight loading zones. (Section 15-611)
