Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning Supplement #2 to TDOT Utility Relocation Contract #7697 (COF Contract No. 2011-0052) For Mack Hatcher Parkway Northwest Sanitary Sewer Relocation Contract.

Background
The original contract was approved by BOMA at the April 26, 2011 meeting. The original construction cost estimate, that was completed almost 8 years ago, was a preliminary number based on the water lines within the right-of-way. As staff started work on the design, the estimated construction cost substantially increased due to the scope of necessary relocations. Supplement #1 was approved by BOMA on August 9, 2016, and increased the construction amount based on updated construction costs. The project will be let for bid in October 2018 so the construction amounts have increased again based on changes in scope and market pricing. Engineering costs will also increase as the scope of work has changed.

Financial Impact
The contract supplement will increase the reimbursement amount associated with the water line relocation for the Mack Hatcher Northwest Extension Project. Supplement #2 will increase the cost to $1,165,820.94 for construction and $65,610.94 for engineering costs. The increase in cost to engineering will be reimbursed by TDOT and for construction will be absorbed by the state as a part of the project cost.
