Purpose
The purpose of this procurement is to purchase 218 in-car cameras for 109 vehicles and related software, hardware and services for the Police Department.

Background
The Police Department evaluated multiple brands of body-worn cameras in 2017 and determined that the Axon brand will best meet its needs. In the course of the evaluation, the Police Department concluded that using the same brand of in-car cameras as for the body-worn cameras would maximize the effectiveness of both systems. Pricing for the Axon brand is available to the City by means of the National IPA cooperative purchasing arrangement.

Financial Impact
The total value of the purchase would be $724,090 over five years including $201,322 in the first year and $130,692 per year in years two through five. Funding for the in-car cameras is not budgeted in fiscal year 2018, but will be budgeted for years two through five. The Police Department anticipates having budget capacity to cover the portion of the year-one expenditure that would be received in and thus allocated to FY2018.

Options
The purchase as recommended contemplates the entire fleet of police vehicles being retrofitted during year one. A phased deployment of the new in-car cameras as new vehicles are purchased and old vehicles are retired was considered by staff but is not recommended by the Police Department as it would not allow the department to have common tech...
