Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning a contract to conduct algae sampling in the Harpeth River for inclusion into the development of the U.S. Environmental Protection Agency's (EPA's) Total Maximum Daily Load (TMDL) model.

Background
In 2017, the City performed chemical sampling in the river at additional sampling points beyond what are already used for compliance for the NPDES permit. Because the EPA is looking to complete another year of sampling on the river to adequately gather data that will help calibrate and validate the dynamic model that is being used, the City is offering to perform periphyton sampling at three locations (to be determined by CEC) to quantify the algae population in the river.

CEC will use EPA's Rapid Bioassessment Protocols for Use in Wadeable Streams and Rivers and samples will be collected bi-monthly from June through October (stream flow permitting). Each sample will be appropriately preserved for identification at a laboratory. In addition to the periphyton sampling, routine water quality parameters will be recorded at each station to include water temperature (C), dissolved oxygen (mg/l), pH (S.U.), conductivity (umhos), and stream flow (CFS). Collecting these parameters will allow this data to be representative of the river conditions at the time of sampling.

Financial Impact
The cost of sampling will not exceed $45,000 for sample collection through 2018 and will be incorporated into the Water Management Department budget.
