Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning Resolution 2018-30.
Background
In 2004, the BOMA approved the Stream Valley Planned Unit Development (PUD), which has since been amended. One such amendment included a development agreement that capped the construction of the number of dwelling units prior to the completion of the second vehicular entrance/exit access.
In September of 2017, The BOMA approved the annexation and development plan for the Bushnell and Bates Properties, consisting of 9.75 Acres, which is located south of Goose Creek Bypass and east of Lewisburg Pike. This development will provide the necessary secondary access to the Stream Valley development and will resolve the safety concerns associated with providing the secondary access. As part of the development, the City required turn lane improvements to Lewisburg Pike. The widening of Lewisburg Pike is included in the City’s Multimodal Major Thoroughfare Plan / Comprehensive Transportation Network Plan. To make these turn lane improvements, the City will be required to obtain right-of-way and easements from the adjacent property owners. Should acquisition efforts fail, staff requests approval of Resolution 2018-30 to acquire the necessary right-of-way and easements.
