Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning annexation and future growth.
Background
The City has been receiving annexation interest in every direction of the UGB. With the changes to annexation laws that generally limit annexation to property owner requests and allow noncontiguous annexation, cities now face a higher level of uncertainty for recapturing the substantial costs of extending sewer infrastructure, making road improvements, and providing emergency response services.
Therefore, the staff is evaluating the UGB and identifying annexation capability timeframes based on amount of developable land, proximity of sewer infrastructure and ability to serve the area with gravity sewer, proximity to emergency services, and planned road improvements and timeframes. The staff plans to present this information and facilitate BOMA discussion of bigger picture decisions about how the City should consider future growth and individual requests for annexation. BOMA direction will also aid staff in providing guidance to property owners when annexation requests come in.
