Discussion regarding the phasing of the approved Franklin Special School District (FSSD) concept master plans.

Purpose

The purpose of this memo is to provide information to the Franklin Capital Investment Committee (CIC) concerning the joint phasing options for the FSSD concept plans.

 

Background

In the fall of 2017, the Board of Mayor and Alderman approved the concept master plan that included four (4) schools located on school district property. After unanimous approval from both the Board of Mayor and Alderman and the FSSD Board, the next step in the plan is to choose a priority list of projects for consideration for construction. 

 

The Parks Department met with the Superintendent of FSSD and received his direction on their priorities and which ones would best benefit the City and FSSD first on both concept plans. A top priority for the school system is Title 9 which this project would meet. The City’s goal is to receive a scope of work by the end of April to include the Masterplan, surveying of the property, stormwater coordination, and geo-tech with an opinion of cost for submittal to the City and FSSD. 

 

Financial Impact

Preliminary estimates for the scope of work will be approximately $60,000 which would be paid jointly by the City of Franklin and FSSD.
