Purpose

The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning Amendment #5 to the Professional Services Agreement (COF Contract No. 2013-0001) with CDM Smith for the Franklin Wastewater Reclamation Facility.

 

Background

This amendment request is based on several factors which include the following:

                     Bids were opened for the Franklin WRF Improvements project on January 4, 2018.  The three lowest bids were in the range of $151, $152, and $153 million dollars, respectively.  While the bids were very consistent, indicating that the documents did a good job of conveying the scope of work, the bids were significantly higher than the available funding estimated for this project.

                     After the bids were reviewed, a tentative plan for proceeding with redesign and rebid was established and was confirmed after interviews with each of the bidders.

                     In addition to the rebid of the project discussions identified below, this scope also includes items for expansion of the bidding services scope based on the path forward, recovery of bidding advertisement costs, preparation of ‘interim conformed documents” to act as the base drawings for the rebid, services associated with rescoping of the construction to reduce cost, redesign, rebidding, and conforming the drawings after rebidding.

 

Staff worked through multiple suggestions provided by CDM Smith staff to determine feasibility and applicability of changes, and determine a “go” vs. “no-go” option for each parameter identified by CDM Smith.  Attached to the proposal is the spreadsheet used for determination of the changes.

 

Financial Impact

The proposed amendment value is in the amount of $839,350.00, which is incorporated in the Water Reclamation upgrade and expansion project.  An itemized summary of the changes by the tasks identified in the proposal are listed below.
