Purpose

The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) to consider adoption of the City of Franklin’s Annual Action Plan for Community Development Block Grant (CDBG) funding for the 2018-19 program year (Resolution 2018-25.

 

Background

Since 2007, the Department of Housing and Urban Development (HUD) has recognized the City of Franklin as an “Entitlement City”.  As an entitlement community, the City of Franklin is eligible to receive Community Development Block Grant (CDBG) funding.  Included with the award is the responsibility of creating an outline of how the City plans to spend future funds and at the end of the fiscal year report exactly how the funds were spent.  The Annual Action Plan submitted to HUD includes how the total Community Block Grant Funds the City receives will be distributed throughout the Five-Year allocation period.  The plan describes how the City will continue to meet the goals and objectives for the reporting period from July 1, 2018 to June 30, 2019. This summary information allows for HUD and citizens to review the progress made toward meeting our 5-year Consolidated Plan that includes 2015 through 2020.

 

Financial Impact

The projects and accomplishments included in the Annual Action Plan are all expected to be completed using the CDBG award for 2018-2019.  The City anticipates receiving approximately $250,000. The projects include addressing Fair Housing, and the opportunity to build new construction homes that will be deed restricted and sold to low to moderate income persons, which reflects the mission of the Housing Commission.  Additionally, funds will be allocated for Public Facilities that may be used for infrastructure projects within the City.

 

Recommendation

Staff, with input from citizens at the Public Hearing held on March 22, 2018, recommends approval of the following proportional allotment.  Funds will be allocated in the same ratio based on the final award amount.
