Purpose

The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning the Sanitary Sewer Reimbursement Agreement (COF Contract No. 2018-0029) with Trace Construction Inc. for Wards Mill PUD Subdivision Off-site Sanitary Sewer Improvements.

 

Background

In October of 2017, Gamble Design Collaborative submitted a development plan for the Wards Mill PUD Subdivision, proposing to subdivide the parcel at 3206 Boyds Mill Avenue to create 18 residential lots.  As part of the City of Franklin’s development review process, City staff noted that the existing sanitary sewer to which the new subdivision would flow may be at capacity.  As a result, Gamble Design Collaborative was instructed to have a sanitary sewer study conducted.  In December of 2017, the engineering firm of M2 Group, LLC completed a sanitary sewer study to evaluate the tributary drainage area associated with the existing sanitary sewer located at the end of Nolen Lane in the Franklin Green Subdivision and to evaluate the hydraulic capacity of this sewer.   

 

The study showed that the existing sanitary sewer system in the tributary drainage area is not sized to adequately convey the combined sanitary sewer flows from the existing and proposed Wards Mill development, as well as potential future developments, in the tributary drainage area.  Subsequently, the City of Franklin determined approximately 640 +/- linear feet of sanitary sewer would need to be upsized from 8 inches in diameter to 15 inches in diameter.  It is estimated that this work will cost approximately $350,000.

 

Since the infrastructure was already at capacity prior to the Wards Mill Subdivision being submitted for review, and the fact that the Wards Mill Subdivision will only use a relatively small portion of the new capacity, it was determined that the developers of this subdivision should not be responsible for the entire cost of these sanitary sewer improvements. 

 

Financial Impact

The proportionate share of the costs associated with the off-site sanitary sewer improvements for the City of Franklin shall not exceed $250,000.
