Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning a Professional Services Agreement (PSA) with Volkert, Inc. for right-of-way acquisition services for the SR-96 West Multi-Use Trail (TDOT PIN 123098.00).
Background
The City has been awarded $1,800,000 in federal Transportation Alternative Program (TAP) funds to help pay for the construction of a multi-use trail along the north side of SR-96 West between Vera Valley Drive and 5TH Avenue North. As with any project that involves state and/or federal funds, any right-of-way or easement acquisitions must comply with the Tennessee Department of Transportation (TDOT) Right-of-Way Procedures Manual and the Uniform Relocation Assistance and Real Properties Acquisition Policies Act (e.g. the Uniform Act).
In many cases, City staff performs the necessary property acquisition negotiations for City projects. In this case, City staff has limited availability to perform acquisition negotiations in a timely manner. Therefore, the City issued, via public advertisement, a request for letters of interest and statements of qualifications from interested consultants to perform right-of-way acquisition services for this project. After careful consideration of the responses to this advertisement, City staff requested a scope of services from Volkert, Inc.
