Purpose

The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning Resolution 2018-15.

 

Background

Over the past few month City staff worked with Barge Design Solutions, and numerous stake holders to develop a master plan for the Southeast Municipal Complex.  The stake holders generally included: Friends of Franklin Parks, Franklin Cowboys, Franklin Baseball, Franklin Lacrosse, Connectivity Trail Committee, Williamson County Convention & Visitor Bureau, Citizen & Inclusive Playgrounds Committee, and the surrounding HOAs.

 

Below is the history associated with the project:

 

October 25, 2016                      BOMA approved Resolution 2016-69, “A Resolution to Adopt the Project List for Phase I for the FY 2017-2026 CIP (Capital Investment Program).  As part of the CIP the Board approved $13,000,000 for the East/Southeast Multipurpose Park.

 

June 13, 2016                      BOMA approved a professional services agreement with Barge Design Solutions in the amount of $396,046 to assist staff in the development of the Southeast Municipal Complex Master Planning

 

August 31, 2017                      1st Stakeholder / Core Planning Team meeting

 

January 24, 2017                     2nd Stakeholder / Core Planning Team meeting

 

February 5, 2018                     1st Public Meeting / Open House

 

The attached memo and supporting documentation provides a comprehensive overview of the inventory, analysis and concept plan. 

 

Financial Impact

No Financial Impact.  Following approval of the master plan, staff will work with Barge Design Solutions to develop construction phasing options that will ultimately be presented and approved by the Board. The development of the Southeast Park is included in the approved Capital Investment Plan (CIP) and is budgeted at $13.2 million.
