Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning the Professional Services Agreement with True North Geographic Technologies, LLC (COF Contract No. 2017-0361) for the Update to Water Management Department's GIS Layers to ESRI's Local Government Information Model.
Background
The ESRI Local Government Information Model (LGIM) data conversion will allow for seamless integration into pre-configured ESRI apps. The apps include, but not limited to: Mapping discrepancies, leak detection, manhole inspections, infrastructure planning, CCTV observations and valve isolation traces. The apps will benefit WMD operations by allowing field crews to utilize Geographical Information Systems (GIS) in the field on tablets/phones without the need for paper copies.
After moving to the ESRI LGIM, the GIS data will be in a consistent format to support data management and analysis from the maps and apps provided by ESRI. The scope of work will consist of converting the City’s Water and Wastewater GIS datasets to the ESRI LGIM as well as creating a Geometric Network. The Geometric Network provides tools for tracing mains or meters that are not connected, isolating valves during a main break and providing a polygon of all parcels that might be affected during the outage.
Phase 2 of the contract will consist of creating the applications once the data is moved to the LGIM schema. The mobile applications to be created are the leak investigation, valve exercising, manhole inspections and a utility isolation trace. During a main break, crews can use the utility isolation trace to quickly determine which valves must be shut off and notify all affected customers. Also, a GIS module for viewing CCTV videos from the City’s PipeLogix software will be created for WMD personnel to view videos and PACP codes from GIS by simply selecting a segment of pipe and viewing the corresponding video.
Financial Impact
An increase of $9,180 will be accommodated within the existing operating budget.
