Purpose

Ordinance 2017-45 amends Municipal Code, Appendix A - Comprehensive Fees and Penalties, Chapter 16 - Streets and Sidewalks, ETC., to add fees for right-of-way occupancy permits and updates requirements for certificates of insurance, surety/bonds, and re-inspection fees.  The proposed ordinance is intended to support the amendments to Title 16, Chapter 2 of the Franklin Municipal Code that regulates excavations and tunnels in streets and alleys within the City of Franklin (Ordinance 2017-44). 

 

Together, the proposed amendments expand the scope to include excavation and occupancy in public and private streets, alleys sidewalks and rights-of -way which will help staff to better track activities not only within City streets but within the rights-of-way that may impede operations of various City departments.

 

Financial Impact

The amendments to the fees has not been quantified however the proposed fee is intended to recover costs associated with administering the activities and permits.
