Discussion Regarding Downtown Parking Enforcement Report

Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning recommendations from staff to improve parking availability for customers doing business in downtown Franklin.
Background
Beginning in late fall 2017, a work group consisting of staff from the City Court Clerk's Office, Police Department, City Attorney's Office, IT Department, and City Administration started an assessment of the City's code as it relates to parking enforcement and in recent practice. Both of these areas were documented and with the assistance of the Engineering and Streets Department, staff has recommended changes to the City's code with the intention of improving, in the short term, availability of customer parking in downtown Franklin.
Financial Impact
The intention of these recommendations is to increase the availability of publicly-owned free, customer parking with minimal increases to operating expenses and some amount of one-time implementation costs for signage and striping. The recommendations are to utilize the existing staffing budget within the Police Department to provide week day parking enforcement. There will be costs for changing signage if the Board desires to change on-street parking limitations from 4 hours to 2 hours.

Staff recommends that the Board of Mayor and Aldermen consider changes to existing City Ordinances as they relate to Parking Enforcement in the areas of warnings, citation fees, calendar year restart for violations and the on street free parking limitation.
