Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) that approval is given on behalf of the board to enter into a Professional Services Agreement with Barge Waggoner Sumner & Cannon for work needed on the future COF Fire Station Seven. [$ 10,000.00]
Background
The City of Franklin has been in discussions with the county regarding the placement of Fire Station 7 on the West Side of I 65. Currently, the City has a fully staffed temporary facility on the Williamson County AG Complex. The City has maintained this facility since the first part of 2015. Previously, the City reached an agreement with Williamson County to obtain approximately 2.5-3 acres of land in the southern portion of the Ag Center for a permanent Fire Station 7. A professional services agreement (PSA) was developed with Barge, Waggoner, Sumner & Cannon (BWSC) for multiple surveying and engineering services needed by the City for the development plan for the fire station. Documentation is needed to determine placement of a facility and drive due to the hillside ordinance and slope conditions on the property. The City will be platting a piece of property that is being transferred to the City for the new Station 7 located in the Long Lane, Goose Creek bypass area. Conversations are underway with Williamson County regarding the amount of acreage, and the highway entrance needed for Station 7. The acreage of ground that is looking to be platted over to the city is roughly three (3) acres. The area is a good site but tight regarding the Cities needs and with the addition of a EMS (Emergency Management Services) wing as this presents a more restricted building envelope. This acquired information submitted by BWSC will help Facilities and City officials in determining how our facility will be placed on the site, how it will be accessed from Goose Creek along with a rear secondary entrance. Other information will also identity for cut and fill requirements, slope of travel lanes, number of sidewalks, etc.
Financial Impact
The project amounted to a do not exceed amount of $ 10,000.00 and is being funded out of the current fiscal budget and site design funding.
