Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) that approval is given on behalf of the Board to enter into agreements with ACT Security for the fire and security (PD) monitoring services. ($17,845.00)

Background
During this past year, it was determined that the City of Franklin should consider new agreements for fire monitoring and security monitoring at Police Headquarters. It was determined during the exercise to look at all City facilities as well. Some of the original agreements for monitoring services go back 10 years or more. Monitoring of fire alarm services include City Hall, Public Works facilities, Sanitation and Environmental Services facilities (including administration and the transfer facility), Police Headquarters, Fire Training facility, and Fire Stations #1-6 and 8.

The City has entered into an agreement with ACT Security Inc. through the contractual basis of a joint purchasing alliance agreement. ACT Security as stated is a Nashville-based organization that can work under our city guidelines and contracts along with area repair services at a cheaper cost. There are some start-up costs involved that are not part of the contract pricing but these are due to repairs or equipment that is out of date.

Financial Impact
Currently, Facilities Management budgets roughly $11,900 for City Hall monitoring alone. With the change to ACT, the City will save approximately $ 9,715 to our budget in regard to City Hall alone. Facilities will carry the amount through its Facilities budge...
