Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning the FY2018 Transportation Alternatives Program.
Background
The Tennessee Department of Transportation is accepting applications for the FY 2018 Transportation Alternatives Program. The deadline to submit the application was October 3, 2017. On October 2, 2017, City staff and under the authority granted to the City Administrator submitted an application to obtain funding for the Harlinsdale Farm Multi-Use Trail Project. This path will connect the existing Ruby F. Lynch Trail system to a trailhead parking lot within The Park at Harlinsdale Farm. Beginning at the existing Ruby F. Lynch Trail, the project proposes to construct approximately 500 LF of 12' wide, ADA accessible multi-use path to the Harpeth River. The trail will then cross the Harpeth via a proposed pedestrian bridge. On the east banks of the Harpeth River, the 12' wide multi-use trail will continue approximately 1,530 LF to the designated trailhead location within the park. The immediate outcome of the project will provide connectivity between existing multi-use trails that connect the Williamson County Recreation Center to Franklin high School, the Chestnut Bend Subdivision, Bicentennial Park and Hillsboro Road with The Park at Harlinsdale Farm.
Financial Impact
The estimated construction cost associated with the project is $2,897,204.00. The City would be responsible for 20% of the non-federal construction share of the proposed project and all preliminary engineering, design and ri...
