Purpose
The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning a DRAFT Resolution 2017-74, A Resolution to Recommend Specific Equipment and Services for the Franklin WRF Modifications & Expansion Project be Sole-Sourced by a Single Supplier.

Background
The City of Franklin Board of Mayor and Aldermen approved the contract (COF Contract No. 2013-0001) with CDM Smith to provide for the design and upgrade of the WRF to increase its treatment capacity in order to provide for the growth of the City. During the design process, CDM Smith and City Staff determined that it would be in the best interest of the Project to standardize equipment and services provided for the WRF as found in its current operations and throughout the collection and distribution system. Staff recommends that the following products, materials, systems, and services associated with the Franklin WRF Modifications and Expansion Project each be obtained from a single named manufacturer or services supplier because they are of an indispensable nature, there are no other viable alternatives, or only these particular equipment and services fulfill the functions for which they are intended:
1) Programmable Logic Controllers (PLCs) manufactured by Allen-Bradley, 2) Human-Machine Interface (HMI) software as designed by Trihedral, 3) Total solids analyzer manufactured by Valmet and 4) Modifications to the Existing Scum Pumps by Southern Sales of Nashville, TN.
