Purpose

The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning Resolution 2017-76, approving the Master Plan Summary report for new recreational facilities at four FSSD school sites including Johnson Elementary School, Freedom Intermediate School, Freedom Middle School, and Popular Grove School.  The partnership between the City of Franklin and FSSD will expand more recreational opportunities for city residents and enhance the facilities for FSSD students/student athletes.

 

Background

The City of Franklin has been working in partnership with FSSD to expand recreational opportunities for city residents, when facilities are not typically being used by the schools, while also enhancing the facilities for the use by FSSD students.  On February 14, 2017, the City of Franklin entered a professional services contract with Barge, Waggoner, Sumner and Cannon Inc. to retain consultant services and other services in connection with Franklin Special School District to design a concept master plan for four schools near Jim Warren Park. 

 

Throughout the process, the BWSC team met regularly with FSSD and the City of Franklin to review work products and potential priorities for both parties.  Two open community meetings were held and the first visioning meeting was conducted on April 27, 2017 to begin this six-month process.  A final report outlining the full plan, details, and preliminary opinion of probable construction costs is included for review.

 

Financial Impact

A financial impact to the City of Franklin has not yet been quantified.  Staff’s request to approve Resolution 2017-76 does not directly request funding of specific projects by the BOMA.   The next step will be for the City and FSSD to identify priorities and funding strategies for the various improvements.

Staff recommends adopting Resolution 2017-76, approving the final concept master plans for each FSSD property as presented.  The final concept plans will be presented to the Franklin Special School District in October for final approval.
