Purpose

The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning Resolution No. 2017-75.

 

Background

The Goose Creek Inn Wastewater Treatment Plant (WWTP) (NPDES Permit TN0060216) is a small treatment facility that provides wastewater treatment for the Goose Creek Inn, B&G Rentals (property owner K&T Associates, LLC) and Mapco Family Centers, Inc. (currently inactive sanitary sewer service).  The plant has been in operation since the 1960s and has since deteriorated, no longer capable of providing adequate treatment for discharge into Five Mile Creek (mile 2.2). 

 

The Tennessee Department of Environment and Conservation (TDEC) performed a Compliance Evaluation Inspection (CEI) in September 2011 and in December 2015.  On September 23, 2016, Commissioner Martineau issued a Commissioners Order and Assessment (Order) to Mr. Robert Moore Jr., owner of the Goose Creek Inn and treatment facility.  In short, the Order requires an aggressive schedule to connect to the City of Franklin’s wastewater collection system and to abandon the Goose Creek Inn WWTP.

 

On August 29, 2017, sealed bids were received by the City of Franklin Engineering Department, 109 3rd Avenue South, Franklin, Tennessee 37064 and were publicly opened and read aloud for the Goose Creek Inn Sanitary Sewer Project (COF Contract No. 2017-0198).  After careful review and tabulation of all submitted bids, City staff recommends awarding the construction contract to Civil Constructions, LLC. in the amount of $580,387.60.

 

Financial Impact

$580,387.60 paid out of Sanitary Sewer Funds.  This funding will be reimbursed back to the City by the property owners as outlined in agreements COF Contract Nos. 2016-0363, 2016-0362 and 2016-0307.
