Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning the status of emergency repair and investigation activities related to large diameter interceptors in the City of Franklin wastewater collection system.

Background
On February 3, 2017 and again on April 25, 2017, staff discovered line failures of the 54" sanitary sewer interceptor along the Harpeth River. On May 9, 2017, the BOMA approved Resolution 2017-31 authorizing the City Administrator to enter into Contracts related to the emergency investigation and repair services to aggressively manage potential problems and concerns with the City's large diameter interceptors. Also on May 9, 2017, the BOMA approved Amendment No. 1 to Contract 2016-316 with Hazen & Sawyer providing for an expanded scope to assist with investigation work, design and bidding services.

To date, staff and contractors have replaced or repaired approximately 1,325 linear feet (LF) of 54" diameter sanitary sewer interceptor lines and rehabilitated (via cured in place pipe (CIPP)) another 315 LF in the area behind the Chestnut Bend neighborhood. Staff has also rehabilitated two manholes (via epoxy lining and grouting) on the WRF property that helped to eliminate significant infiltration contributing to the flow. Staff has investigated approximately 37,000 LF of the Harpeth River interceptor, with a remaining 13,000 LF to inspect by the end of the month.

Currently, 63 LF of the Harpeth River Interceptor is in the process of being repaired. This replacement is anticipated to be complete by October 6th, and final grading and restoration of the Chestnut...
