Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen(BOMA) concerning Change Order No. 2 to the Annual On-Call Sanitary Sewer Cleaning and Inspection Contract (COF Contract No. 2014-02473) with First Response for a time extension through June 30, 2018.

Background
The Water Management Department utilizes the annual contract to provide services for televising larger diameter sanitary sewers and heavy cleaning of existing sanitary sewers in which the City has limited capabilities of performing in-house.

On May 26, 2015, the BOMA approved Resolution 2015-18, which awarded the Annual On-Call Sanitary Sewer Cleaning and Inspection Contract (COF No. 2014-0273) to First Response. Because this is an annual contract with funding supplied from the Sewer Operating Budget, this contract must be extended on a yearly basis. BOMA approved Change Order No. 1 on December 13, 2016, to extend the contract time until June 30, 2017. Both parties desire to continue this relationship for an additional year, and the services of First Response are currently needed by the City.

Change Order No. 2 will extend the contract time through June 30, 2018, which is the end of the current fiscal year (FY) 2018. The City will re-bid the annual contracts, which are typically re-bid on a three (3) year cycle, in Spring 2018. Change Order No. 2 will represent the final time extension to COF Contract No. 2014-0273.
