Purpose

The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning a field survey and drainage improvement plan for a new horse paddock south of the multi-purpose arena.

Background

In the master plan for the five acres site the Friends of Franklin Parks operates in conjunction with the City of Franklin Parks Department, the current flooring for the paddock is grass only.  The original plan set forth by Friends of Franklin Park was to have several warm-up paddocks with the same flooring as the arena.  In March, Friends of Franklin Park approached the Parks Department regarding the need to move forward with the new flooring plan with a donation of $17,000 to assist with the improvements.  The paddock is in the floodplain, therefore limited surveying services and civil engineering services is required.

Financial Impact

The total compensation to be paid to BWSC for providing requested services is a lump sum fee of $4,300.
