Purpose

The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning Information on the importance of the field trial of Body Worn Camera providers/solutions in an effort to compare the capabilities of different providers to the need of the City of Franklin.

 

Background

Through systematic research, independently conducted by Franklin Police Department employees, three solutions that the Department would like to test have been identified. The process used to identify these three included an examination of technical specifications, camera resolution and capabilities, the ability to integrate with existing equipment, redaction capabilities that aid in the compliance with Tennessee Open Records laws, and data storage options.

 

Financial Impact

When implemented, these body cameras can be absorbed within the current budget

 

Options: The Board may approve, modify, or deny the request for this Field Trail.

 

Recommendation

Staff recommends that the City approve the field trial of the three solutions identified by the Department. The trials will provide a benchmark that can be used to better identify the needs of the Police Department and City in comparison to quickly-evolving technology. Those benchmarks will aid the City in the advancement of a logical bid and procurement process.
