Purpose

The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning Change Order No. 1 to the Goose Creek Sanitary Sewer Project from West I65 to East I65 (COF Contract No. 2015-0070) with Dynamic Construction for a Time Extension of 60 days.

 

Background

Several factors have arisen outside of the control of the contractor that have caused the need for a time extension.  These factors include 1) delays in fabricating the 42-inch bore head while going through an approval process with the City; 2) delays due to extra depth excavation on one of the manholes because of discrepancies between existing and proposed manhole depths; 3) damage inflicted to an unmarked water line; and 4) correction of existing 16” casing under Ag Lane that was originally installed incorrectly.

 

The project was originally bid with a 54-inch Liner Plate Tunnel to be installed under I65.  After the bid was awarded to Dynamic Construction, they requested to change this to bore under I65 with a 42-inch casing pipe.  Certain conditions had to be met for this change to be considered.  1) Approvals had to be obtained from TDOT for the method change from tunneling to boring; 2) contractor had to present a cost savings associated with the reduction from in casing size; 3) contractor had to submit a casing spacer detail for approval.  These conditions were met and submitted to the City for approval.  The approval of the 42-inch bore took a considerable amount of time to ensure it would appropriately function as designed.  After the approval was granted, fabrication on the bore head began and took approximately a week.

 

The next delay was due to the discrepancy between the plan depth of Manhole A-11 vs the actual depth of Manhole A-11.  Active construction in this area between the time of the survey to the time of the actual construction accounts for the discrepancy.

 

The contractor hit an unmarked water line that was shown on the design plans but not field located.  Once the line was field located it was discovered that it was closer to the proposed sanitary sewer line than originally anticipated.  Construction in this area took longer as to avoid the existing water line. 

 

An existing 16” casing pipe was installed under Ag Lane as part of the 2015 TDOT Utility relocation project.  The pipe was not installed on grade.  To fix this problem and still utilize the existing 16” casing, the contractor had to provide additional materials, time and labor that was not part of the original scope of work for the project.

 

Financial Impact

There is no financial impact with this change order.
