Purpose

The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning Amendment #4 to the Professional Services Agreement (COF Contract No. 2013-0001) with CDM Smith for the Franklin Wastewater Reclamation Facility.

 

Background

This amendment request is based on several factors which include the following:

§                     Continued delays of the NPDES permit from TDEC has resulted in additional coordination and delays with the funding (SRF) and bidding process.  This delay has resulted in additional expenditures required to continue managing and maintaining the project, including monthly coordination meetings, monthly reporting and tracking.

§                     As requested, the City evaluated an alternative thermal hydrolysis process. This evaluation included a public meeting about the alternative process, coordination meetings with the vendor and the City of Franklin staff, conceptual design for the revised system, partial bid package preparation to receive a monetary quote from the vendor, and review of cost and non-cost factors.  This effort also included working with TDEC and EPA, responses to public comments, inputs and requests in reference to the alternative system. 

§                     Additionally, CDM has provided continuing support for the SRF loans and NPDES permitting.  This has been an extensive and ongoing process.  With respect to the SRF work, the loans will provide a significant savings to rate payers.

 

Financial Impact

The proposed amendment value is in the amount of $482,750, which is incorporated in the Water Reclamation upgrade and expansion project.
