Purpose

The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning Ordinance 2017-42

 

Background

Over the last several years, the Stormwater Division of the Engineering Department has been conducting the State required monthly stormwater inspections for construction sites within the City of Franklin.  The City has been working towards becoming an exemplary stormwater program for construction site runoff control, in hopes of becoming eligible for status as a Tennessee Department of Environment and Conservation (TDEC) Qualified Local Program(QLP).

 

Status as a QLP, allows municipalities, who meet or exceed the provision of the State’s Construction General Permit for construction site discharges, to review and issue Notice of Coverages (NOCs) on behalf of the State. This allow the municipality to provide a one-stop destination for stormwater review and permitting for the development community. The City has currently entered a “provisional status” that started April 25, 2017.  During this period, the City is tasked with implementing new permitting processes and educating stakeholders. The City will transition into “full status” and will begin issuing NOC’s on behalf of the state August 1, 2017.
