Purpose
The purpose of this memorandum is to provide additional information to the Franklin Board of Mayor and Aldermen (BOMA) in consideration of Ordinance 2017-29 for creating the City of Franklin Public Art Commission (FPAC) and therefore establishing a Public Art Program.

Background
In May 2016, City staff assisted in forming a Public Art Working Group to explore the possibility of establishing a Public Art Program for the City of Franklin. This group, included members of the Downtown Franklin Association, the Williamson County Convention and Visitors Bureau, and Franklin Tomorrow. After introducing the idea of establishing a Public Art Program in Franklin during a BOMA Work Session, the group met regularly over the course of several months researching and studying Public Art Programs throughout the country and invited input from local artists and local educators. In November 2016, the group updated the aldermen on their progress and revived comments which have been incorporated into Ordinance 2017-29 and Public Art Guidelines.

If approved, Ordinance 2017-29 would create the Franklin Public Arts Commission (FPAC) whose purpose is to advocate, provide guidance, and oversight for art projects which are for public display within the City's public right-of-way, parks, and on the exterior of non-residential private property in the City of Franklin.
