Presentation and Overview of the City of Franklin Stormwater Qualified Local Program

Purpose
The purpose of this memorandum is to provide an update and overview of the requirements associated with becoming a Qualified Local Program.
Background
Over the last several years, the Stormwater Division of the Engineering Department has been conducting the State required monthly stormwater inspections for construction sites within the City of Franklin. The City has been working towards improving our stormwater program for construction site runoff control in hopes of becoming eligible to participate in the Tennessee Department of Environment and Conservations (TDEC) Qualified Local Program (QLP). This program allows municipalities who meet or exceed the provision of the state’s Construction General Permit to review and issue Notice of Coverages (NOC’s) on behalf of the State. QLP designation will allow the City to provide a one stop destination for stormwater review and permitting. The City has currently achieved a “provisional status” that started April 25, 2017 in which the City is tasked with implementing new permitting processes and educating stakeholders. If approved, the City will transition into “full status” and will begin issuing NOC’s on August 1, 2017.
Financial Impact
No Financial Impact. Being a QLP will enhance the City’s efficiency in working with contractor of stormwater permitting.
