Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning Change Order No. 2 to the On-Call Annual Contract for Traffic Signal and Interstate Lighting Modifications and Repairs (COF Contract No. 2015-0085) with S&W Contracting Company, Inc. for a time extension through June 30, 2018.

Background
The Streets Department utilizes several on-call contractors to construct improvements and repairs to City infrastructure. As the title implies, the On-Call Annual Contract for Traffic Signal and Interstate Lighting Modifications and Repairs is specifically used to modify and repair to traffic signals and interstate lighting owned and operated by the City.

On July 14, 2015, the BOMA approved Resolution 2015-43. Which awarded the On-Call Annual Contract for Traffic Signal and Interstate Lighting Modifications and Repairs (COF Contract No. 2015-0085) to S&W Contracting Company, Inc. Because this is an annual contract, with funding supplied from the operating budget, this contract must be extended on a yearly basis. On October 25, 2016, the BOMA approved Change Order No. 1 to extend the contract time until June 30, 2017.

Change Order No. 2 will extend the contract time through June 30, 2018, which is the end of the 2018 fiscal year. The City will re-bid the annual contracts in Spring 2018. It is typical for the City to re-bid on-call annual contracts on a three (3) year cycle. Therefore, Change Order No. 2 will represent the final time extension to COF Contract No. 2015-0085.
