Purpose
The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning some of the City’s capital projects.
Transportation Projects
A. Mack Hatcher Parkway NW Extension
Key Dates: Design Start - August 14, 2007 (BOMA Approval); Re-Design Completion - January 2015; ROW Start - December 2009; ROW Completion - June 2012; Construction - Not Funded
Cost: Design - $3,502,501; ROW - $13,397,520 (Provided by TDOT); Construction - $58,700,000 (Provided by TDOT)
Status Update: On May 9, 2017, TDOT released its annual 3-year (FY 2018-2020) transportation program. The construction of Mack Hatcher Parkway, from Highway 96 West (SR-96) to Hillsboro Road (SR-106) is included in the list of projects. It is programmed to receive funding in FY 2018.
B. Hillsboro Road Improvements Phase 2 (Independence Square to Mack Hatcher Pkwy)
Key Dates: Design Start - March 24, 2008 (BOMA Approval); Design Completion - March 2015; ROW Start - March 2013; ROW Completion - May 2015; Bid Date - January 2016; Construction Start - April 18, 2016; Original Construction Completion - June 21, 2017 (430 calendar days); Estimated Construction Completion - December 2017 (based upon delays and utility conflicts)

Cost: Design - $1,324,221 (Design fees include the SR96-IndSq Project as well); ROW - $3,000,000; Construction - $11,995,005.13 ($1,750,000 Reimbursable through State and Federally Approved Funding; Includes AT&T and ATMOS Reimbursable items totaling $441,677.00)
Status Update: There have been numerous utility conflicts throughout the project. There is an estimated 5-month delay at this point, which pushes completion towards the end of 2017. The City is also working with the contractor to incorporate some of the MHP NW improvements into the Hillsboro Road Project, so residents aren’t inconvenienced twice with construction. Consideration of Change Order #1 is on the April CIC meeting agenda.
C. Hunter’s Bend Safe Routes to School

Status Update: The pre-construction meeting was held on April 20, 2017. A Notice to Proceed, with an effective date of April 24, 2017 was issued. Construction is scheduled to be complete by the end of July 2017.
D. Sidewalk/Multi-use Trail along Murfreesboro Road (SR 96 East), Pinkerton Park to Mack Hatcher Parkway

Status Update: Condemnation is occurring on 1 property. Bids were received and opened on May 25, 2017 and the apparent low bidder was Civil Constructors, LLC., for $1,511,299.81
E. Franklin Road (Harpeth River Bridge to Harpeth Industrial Court)

Status Update: Design updates are still ongoing. Final water and sanitary sewer plans have been submitted for review. Final Right-of-Way and easement documents will be finalized in mid-2017. Right-of-Way Acquisition could begin in Spring/Summer 2017. Also, Engineering is working with the US Army Corp of Engineers (USACE) to incorporate Harpeth River Channel Modifications at Franklin Road into the Streetscape project. Further discussion about the coordination of the channel modifications and the streetscape project is scheduled for the April CIC agenda.
F. 3rd Avenue North Trail/Greenway Project (Bicentennial Park Phase 1)
Key Dates: Design Start - April 11, 2006; Design Completion - February 2013; ROW Start - October 9, 2007; ROW Completion - January 26, 2010; Bid Dates - July 8, 2015; Construction Start - September 21, 2015; Construction Completion - August 23, 2016 (Change Order #2)
Cost: Design - $65,725.00 (This number does not include design cost from the Bicentennial Park Project); ROW - $226,500.00; Construction - $1,253,257.31 (Bid Amount), $1,396,479.54 (Per Change Order #3)
Status Update: The project is now fully complete. Change Order #3 was approved in December 2016, which included a small time extension and balanced out the majority of the contract line items. A final project closeout Change Order #4 will be brought to the Board in mid-2017.
G. East McEwen Drive Phase 4 Improvements

Status Update: Work continues on the preparation of the NEPA document. On April 26TH, staff held and 2ND meeting with a group of concerned properties owners along the project corridor. A town hall style public meeting was held on Monday, May 15TH. The presentation from the public meeting, with some additional information, was presented to the BOMA on June 13TH.
I. Design of E. McEwen/Cool Springs Blvd. Intersection Improvements (Roundabout)

Status Update: The Board approved Resolution 2016-94 on January 10, 2017, authorizing the project to move forward into the ROW Acquisition and Construction Phases. Construction plans are nearing completion. Title searches and appraisals for easement acquisition have begun.
B. Figuers Drive and 400-Block Battle Avenue Drainage Improvements

Status Update: Water and sanitary sewer design contract amendments were recently approved by BOMA. Final design began in February 2017. Currently working on water and sanitary sewer relocation plans. TDEC stream permit applications are being developed.
C. Jordan Branch of Spencer Creek (Cool Springs East) Stream Restoration

Status Update: The HOA for Cool Springs East has submitted a letter of support for the current design concept. Resolution 2017-19 to approve the preliminary design and authorize staff to proceed with ROW acquisition, final design, and construction is on the June 22ND CIC agenda.
D. Ralston Creek (Liberty Hills) Stream Restoration

Status Update: Preliminary plans are almost complete. ARAP and CGP permits were approved by TDEC and received June 5, 2017. A permit to access TDOT right of way on Mack Hatcher was submitted in April but no approved permit has been issued.

Status Update: The engineering consultant and Water Management Department staff are meeting on Monday, February 20, 2017, to discuss the 90% design plans. The project will not be constructed until funding is available from the Water Management Department budget.
