Purpose

The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning a resolution to award the contract (COF Contract No. 2017-0006) for the construction of the SR-96 East (Murfreesboro Road) Sidewalk Project to Civil Constructors, LLC and to establish a project contingency.

 

Background

During the development of the fiscal year (FY) 2014-2018 Capital Investment Program (CIP), the BOMA recognized the need for a sidewalk connection along Murfreesboro Road (SR-96), between Pinkerton Park and Mack Hatcher Parkway (SR-397).  After public meetings and further discussion, the BOMA approved Resolution 2016-17, which authorized City staff to finalize the design of the sidewalk project along Murfreesboro Road.  The typical section selected as a part of this process was a 5-foot sidewalk with open ditch drainage.

 

On May 25, 2017, the Engineering Department received and publicly opened bids for the construction of the SR-96 East Sidewalk Project.  The apparent bid results from the two (2) responsive bidders were:

 

                     Civil Constructors, LLC with a total bid price of $1,511,299.81, and

                     Jarrett Builders, Inc. with a total bid price of $1,563,668.00

 

During the tabulation of these apparent results, staff discovered some minor mathematical errors in the bid from Jarrett Builders.  After correction of these errors, the revised total bid price from Jarrett Builders, Inc. becomes $1,569,358.00.

 

After final bid tabulation and careful review of the bid documents, City staff recommends awarding the construction contract (COF Contract No. 2017-0006) for the SR-96 East Sidewalk Project to Civil Constructors, LLC.  In the amount of $1,511,299.81.

 

In an effort to mitigate delays caused by unforeseen issues or unexpected conditions, staff is requesting the establishment of a project contingency of $75,000.  This will allow staff to quickly respond to issues that may arise during construction. 

 

Financial Impact

The total bid price of $1,511,299.81 includes $280,468.50 for the relocation of an Atmos Energy gas line within the project limits.  Because this gas line is within existing right-of-way, the entire $280,468.50 will be fully reimbursed to the City by Atmos Energy.

 

On April 25, 2017, the BOMA approved Resolution 2017-25, which authorized the issuance of general obligation bonds in an amount not-to-exceed $28,500,000.  The SR-96 East Sidewalk Project was included in the calculations for this bond issuance.  As such, this project will be funded through the Capital Projects fund.

 

It is anticipated that the General Ledger (GL) code of 310-89460-43100 will be utilized for project expenses.

Upon final review and approval by City Administration and the Law Department, staff recommends approval of Resolution 2017-45 to award the construction contract (COF Contract No. 2017-0006) for the SR-96 East Sidewalk Project to Civil Constructors, LLC in the amount of $1,511,299.81 and to establish a project contingency in the amount of $75,000.
